For this, you can use any version of the Photoshop but I am using Adobe Photoshop CC 2018 to create the falling leaves overlays or flying petals overlays in Photoshop.

How to Edit Like Ronny Garcia
So, without further ado let's get started.
1. Download Stock Image for Falling Leaves Overlays free
To create the falling leaves Photoshop overlays of your own you need to have a leaf or flower petal stock images files. I have used the stock image for this tutorial, which you can download from the link in the description below to create your own falling leaves overlays free.

2. Make a Selection of Leaf Overlay
To make the Selection of the Desired leaf you can use the Quick Selection Tool or the Pen tool in Photoshop.
Since the Quick Selection Tool is the fastest way to make a Selection and this image of leaves is not that complex, we can easily use the quick selection tool to make a selection of the leaf.
To make the selection, just paint over the leaf image and it would make a selection.
3. Extract the leaf from the background
To extract the leaf from its background you need to Press CTR/CMD+J after making a selection. That would create a new layer and that would have only the leaf we have selected.
4. Make the Leaf Smart Object
Before we transform the leaf into falling leaves overlays, we need to make it as Smart Object. Making the leaf layer as a smart object would help it maintain the quality and avoid pixelation.
So, to convert it into smart Object click on the layer and Right Click and from the Menu select 'Convert to Smart Object'.
5. Transform the leaf into proper size
Since the copies leaf is way too big for our purpose, we will scale it down to the proper size. To transform or scale it down we need to Press CTR/CMD+T and then with your mouse click and drag inside any of the corners while holding ALT/OPT+Shift to scale it down from the centre.
6. Duplicate the Leaf and Transform
Now make one more copy of the leaf and transform that into different size and rotation, so that we can create falling leaves overlays and it looks realistic. Therefore we need to make multiple copies of the leaf layer using either CTR/CMD+J or we can use the fastest way and i.e. Select Move Tool and Click and Drag the Leaf Layer while holding ALT/OPT key and that would make duplicate copies of layers very fast.
Before that create a Black background so that you can easily see what you are doing. So, turn off the leaves layer by clicking on the Eye icon in the Layers Panel. Then go to the Adjustment Layers Panel and Click on Sold Color and select black or White Colour and press ok.
Now scale down or scale up every leaf layer into different size, rotation and position across the frame. To rotate any of the leaf layers just hover your mouse on one of the corners after pressing CTR/CMD+T and your mouse would turn into rotation tool and you can easily rotate it.
Once you made multiples copies of the leaves and transformed them into different size, rotation and position then select all the duplicate leaves layers and press CTR/CMD+G to group them together.
7. Adding Motion Blur
Now you have created a different variation of the falling leaves, now it is the time to add some realism to the falling leaves overlays. For that, we need to apply some motion blur to the falling leaves.
Therefore, we will Create a Duplicate Layer by pressing CTR/CMD+J and go to Filter-Blur-Motion blur. Now choose the angle of the motion blur and choose the appropriate radius which is basically the amount of blur and press ok.
Now you can see the motion blur has been applied to our falling leaves overlays but still we will add more realism to the image. For that, we will create a mask on falling leaves on which we applied the motion blur by clicking on the Mask Icon which on the bottom right of layers Panel.
Thereafter you need to select the Brush Tool and choose a soft round brush with Zero hardness and foreground colour as Black. then start painting over some of the leaves to hide the motion blur effect so that those become in-focus. You can even paint some of the falling leaves half to add more realism to the falling leaves overlay.
8. Export or Save Falling Leaves Overlays as PNG
Now you can save this as a png file so that you can use the falling leaves as Photoshop overlays. To do that first you need to turn off all the layers by press Eye icon except the leaves group and blurred leave layer and you will see the transparent background.
Then go to File on the Top Menue and Click Export and Quick Export as PNG or simple Press Save as and give it name like falling leaves overlays texture and from the file option choose PNG by clicking the drop-down menu.
Finally, choose the first option if you want high quality otherwise you can even go for Medium or Smallest in case size is a problem for you.
Conclusion
So, this is how we can easily create our own Falling Leaves Overlays or Flying petals overlays in Photoshop very easily.
You can use the Hue and Saturation Adjustment layer to get the different desired colour of the falling leaves.
